太平洋岛国研究中心

 

聊城大学太平洋岛国研究中心成立于2012年9月,是国内首家独立建制的太平洋岛国研究机构,现为教育部国别和区域研究备案中心、山东省首批重点新型智库建设试点单位、山东省外事研究与发展智库,也是中国太平洋学会太平洋岛国研究分会的依托挂靠单位。2020年1月和12月,两次受到中共山东省委、省人民政府表彰奖励,荣膺山东省“勇于创新奖”先进集体和全省“干事创业好团队”称号。2021年1月,在教育部组织的首次全国国别和区域研究机构评估中,太平洋岛国研究中心从参评的420余家机构中脱颖而出,荣获“高校国别和区域研究高水平建设单位”称号,被确定为备案中心I类。

 

Established in September 2012, the Research Center for Pacific Island Countries (RCPIC) of Liaocheng University is the first independent research organization on Pacific Island Countries (PICs) in China. RCPIC is now the pilot construction unit of the International and Regional Studies and Filing Center of the Ministry of Education, the first batch of key new think tank in Shandong Province, and Shandong Foreign Affairs Research and Development Think Tank. In January and December 2020, RCPIC was awarded the title of Outstanding Collective for Innovation and the title of Excellent Team for Entrepreneurship by the CPC Shandong Provincial Committee and the People’s Government of Shandong Province. In January 2021, in the first evaluation of more than 420 national institutions on international and regional studies organized by the Ministry of Education, RCPIC won the title of High-level Construction Unit of international and regional studies in Colleges and Universities, meanwhile was identified as a Class I Filing Center of the Ministry of Education.

 

 

太平洋岛国研究中心现有专兼职研究人员52人,其中教授13人,具有博士学位者42人;多人入选或荣膺山东省决策咨询委员会特聘专家、泰山学者青年专家、齐鲁文化英才、山东省高层次人才、山东省理论人才“百人工程”专家、山东省智库决策咨询专家、山东青年创新榜样、山东省教学名师、山东高校十大师德标兵、山东省优秀研究生导师等省部级以上人才工程和荣誉称号;中心团队入选山东省高等学校优势学科人才团队培育计划、山东省高等学校青创人才引育计划立项建设团队、山东省哲学社会科学青年人才团队;聘请20余位国内外知名专家及太平洋岛国驻华外交官担任中心首席专家、学术顾问和兼职教授。

 

The Pacific Island Countries Research Center currently has 52 full-time and part-time researchers, including 13 professors and 42 doctors; A number of researchers have been selected into the provincial and ministerial level talent projects or won honorary titles as the Distinguished Talent of Qi-Lu Culture, Experts of the Decision Advisory Committee of the CPC Shandong Provincial Committee, the Top-level Talent of Think-tank in Shandong Province, the Expert of the Hundred-Theoretical-Talent Project in Shandong Province, Decision-making Consulting Experts of Shandong think tanks, Shandong Youth Innovation Models, Shandong Famous Teachers, Top Ten Teachers’ Moral Models of Shandong universities, and the Outstanding Provincial Postgraduate Tutor etc... The research team of RCPIC has been selected as the Cultivation Program for the Talent Team of the Dominant Discipline in the Colleges and Universities of Shandong Province, and the Introduction Program for the Youth Talent of Innovation and Entrepreneurship in the Colleges and Universities of Shandong Province. In addition, more than 20 well-known experts at home and abroad and Pacific Island diplomats stationed in China have been engaged as the chief experts, the academic consultants, or the part-time professors.

 

 

太平洋岛国研究中心下设3部(学术研究、信息咨询、国际交流)、7所(历史文化、政治外交、经贸旅游、生态生物、文学艺术、教育体育、海洋与气候治理)、14个国别研究室和1个编译室。另设有资料室、太平洋岛国文化主题展厅等,办公场所面积1200余平方米。目前,已建成国内最齐全的太平洋岛国研究资料中心、国内首个以“太平洋岛国研究”为主题的学术网站和智库平台数据库(rcpic.lcu.edu.cn),开通了微信公众平台。

 

With a total area of over 1200 square meters, RCPIC is branched by 3 departments (academic research, information consultation and international exchange), and 7 Research Institutions (Research Institution of history and culture, Research Institution of political diplomacy, Research Institution of economic and trade tourism, Research Institution of ecological biology, Research Institution of literature and art, Research Institution of education and sports, Research Institution of ocean and climate governance), 14 research rooms for PICs and one room for compilation and translation. In addition, there are 1 reference room and 1 PICs culture theme exhibition halls, etc. At present, RCPIC has established the data center with the most complete research materials on PICs in China, the first academic website and think-tank platform (rcpic.lcu.edu.cn) with the theme of " PICs studies", and the WeChat Public Platform.

 

 

目前已撰著出版新版《列国志》太平洋岛国诸卷14种、《一带一路列国志》《一带一路名城志》(全五卷)《中国-大洋洲-南太平洋蓝色经济通道构建研究》《南太平洋海洋治理及当代启示》《中国在太平洋岛屿地区的身份建构》《萨摩亚的历史与现实》《澳美同盟的缘起、建构与稳固》《太平洋岛国邮票与钱币文化》(全三卷)《太平洋岛民史》等著(译)作30余部,完成了《中国大百科全书》(第三版)全部太平洋岛国词条的编撰,在《世界历史》《史学理论研究》《中国软科学》《太平洋学报》《国际论坛》《世界民族》《现代国际关系》《德国研究》等发表论文120余篇,在《瞭望》《中国社会科学报》《环球时报》《大众日报》《新民晚报》、新华社、人民网、法新社、俄罗斯卫星通讯社等发表国际时评近80篇。获批太平洋岛国研究领域国家社科基金重点和年度课题、教育部国别和区域研究指向课题、外交部委托课题、国家海洋局横向课题、山东省社科规划课题等省部级以上课题60余项,科研及建设经费1500余万元。

 

By far, RCPIC has published more than 30 books including Nations Series (14 PICs), Record of Various Countries along the Belt and Road and Record of Famous Cities along the Belt and Road (5 Volumes), China-Oceania-South Pacific Blue Economic Passage research, Ocean Governance in the South Pacific and its Contemporary Impact, Approaching Samoa, The Origin Construction and Enhancement of the Australia US Alliance, Culture Reflected in Stamps and Currencies of Pacific Island Countries ( three volumes), and History of Pacific Islanders (translated). Over 120 academic papers have been published on such important journals as the World History, China Soft Science, Pacific Journal, International Forum, Journal of World Peoples Studies, German Studies and so on. Nearly 80 international current reviews were published in famous newspapers and websites such as Outlook, China Social Science Daily, Global Times, Dazhong Daily, Xinmin Evening News, Xinhua News Agency, People's Daily, AFP, Russian Satellite News Agency, etc. it also has completed the task of compiling all the vocabulary entries on PICs in Encyclopedia of China (the 3rd Edition). RCPIC has been approved more than 60 provincial and ministerial level projects in the field of PICs studies with the total scientific research fund of over 13 million yuan, including key and annual projects of the National Social Science Fund, Projects of the International and Regional Studies of the Ministry of Education, Projects entrusted by the Ministry of Foreign Affairs, Projects entrusted by State Oceanic Administration, Projects of the Social Science Program in Shandong Province and so on.

 

 

中心每两年举办一届“太平洋岛国研究高层论坛”,创办《太平洋岛国研究》(学术集刊),发布《太平洋岛国发展报告》,编辑出版《太平洋岛国研究通讯》(2021年更名为《太平洋岛国资讯》)。撰写提交的智库报告多次获省部级以上领导肯定性批转。2018年3月1日,在国家主席习近平和汤加王国国王图普六世共同见证下,智库报告部分内容载入《中华人民共和国教育部与汤加王国教育部关于教育交流与合作的谅解备忘录》,其中第二条第四款明确提出“双方支持联合开展海洋科学研究以及太平洋岛国研究”。

 

RCPIC holds the High-level Forum for PIC Studies every two years and publishes the Pacific Island Countries Development Report every year. It also has founded the PIC Studies (academic journal) and has edited and published Research Communications of PIC Studies (renamed Pacific Island Countries Information in 2021). the think-tank research reports submitted by RCPIC have been commented and transmitted favorably by many ministerial or provincial officials. On March 1, 2018, President Xi Jinping and King Tupu VI of the Kingdom of Tonga witnessed the signing of the Memorandum of Understanding on Exchange and Cooperation in the Field of Education between the Ministries of Education of the Kingdom of Tonga and the People's Republic of China which includes a Part of a think tank report submitted by RCPIC. The fourth paragraph of Article 2 in the Memorandum clearly states that "the two sides support the establishment of Tonga College of Liaocheng University, assist Tonga in training high-level applied talents, and jointly carry out marine scientific research and research on Pacific Island Countries".

 

 

2021年10月21日,首次中国-太平洋岛国外长会议将建立 “中国-太平洋岛国应对气候变化合作中心”写入《中国-太平洋岛国外长会联合声明》

 

 

中国-太平洋岛国应对气候变化合作中心是时任中国国务委员兼外交部长王毅在2021年10月首次中国太平洋岛国外长会上建议成立的,得到与会各太平洋岛国的一致同意,于2022年4月28日正式启用。该中心由中华人民共和国外交部、生态环境部、山东省人民政府三方共同建设,在山东省人民政府外事办公室和聊城市人民政府指导下,由聊城大学负责日常运行,办公机构设在聊城大学太平洋岛国研究中心。

 

China-Pacific Island Countries Climate Action Cooperation Center was proposed by then Chinese State Councilor and Foreign Minister Wang Yi at the first China-Pacific Island Countries (PICs) Foreign Ministers’ Meeting in October 2021. This proposal was unanimously agreed by the participating Pacific Island Countries. On April 28, 2022, the China-Pacific Island Countries Climate Action Cooperation Center was officially established at Liaocheng University.The center is jointly built by the Ministry of Foreign Affairs of the People’s Republic of China, the Ministry of Ecology and Environment of the People’s Republic of China and the People’s Government of Shandong Province. Under the guidance of the Foreign Affairs Office of Shandong Provincial People’s government and the People’s Government of Liaocheng City, it is opertated by Liaocheng University on a daily basis, with its office located at the Research Center for Pacific Island Countries of Liaocheng University.

 

 

2022年4月28日上午,中国—太平洋岛国应对气候变化合作中心启用仪式暨中国—太平洋岛国应对气候变化高端对话会开幕式在济南举行。省委书记李干杰出席活动并为中国—太平洋岛国应对气候变化合作中心揭牌,省委副书记、省长周乃翔致辞,省委副书记杨东奇出席。

 

On April 28, 2022, with the approval of the Central Committee of the Communist Party of China, the China-Pacific Island Countries Climate Action Cooperation Center was established in Liaocheng city. The center is based in the RCPIC of Liaocheng University who is responsible for its daily operation. RCPIC has jointly completed the China-Pacific Island Countries for South-south Cooperation Capacity Building Workshop on Climate Change, Green & low-carbon Development and has jointly held the China-Pacific Island Countries High Level Dialogue on Climate Change with the Ministry of Ecology and Environment.

 

中国-太平洋岛国应对气候变化合作中心下设一处三部,即秘书处、决策参考部、国际合作部和人才培训部。秘书处主要承担中心办公室行政职责;决策参考部负责为中太应对气候变化合作提供咨询和实施建议;国际合作部负责策划实施应对气候变化和环境保护的国际合作与援助项目;人才培训部负责承接面向岛国官员专家技术人员的专题培训、参访交流、实地考察活动。

 

China-Pacific Island Countries Climate Action Cooperation Center now has one office and three departments, namely the Secretariat, the Department of Decision-making and Reference, International Cooperation Department and Talent Training Department. The Secretariat is mainly responsible for the administration of the Center. The Department of Decision-making and Reference is responsible for providing consultation and implementation suggestions for China-Pacific cooperation on climate change. The International Cooperation Department is responsible for planning and implementing international cooperation and aid projects on climate change and environmental protection. The Talent Training Department is responsible for undertaking thematic training, visits and exchanges, and field trips for officials, experts and technicians from Pacific Island Countries.

 

气变中心成立以来,举办了中国-太平洋岛国应对气候变化高端对话会、第五届太平洋岛国研究高层论坛、第四届大洋洲研究高层论坛、小岛屿国家可持续发展高层论坛、第二届小岛屿国家可持续发展高层论坛、2023携手太平洋岛国应对气候变化对话会等6次高层次学术会议;主办、承办了4次面向太平洋岛国气候官员、学者、技术人员的应对气候变化培训班,参训学员达130余人;与南太平洋大学、萨摩亚国立大学、中国科学院大气物理研究所、自然资源部第二海洋研究所、中国科学院海洋研究所等签署了合作备忘录和战略合作协议;建立了“太平洋岛国社会环境大数据分析与预警实验室”(山东省高校文科实验室)、“大气环境分析与源解析实验室”和气象站;组建了光伏风能一体化发电装置研制与推广等10个研究团队;开展了面向太平洋岛国的小型气候援助项目,承担了金额为200万的援助汤加农业种植技术项目;在《瞭望》《世界知识》《中国日报》《环球时报》《中国社会科学报》《社会科学报》等发表气候变化领域的国际时评、文章二十余篇;接待瓦努阿图议会议长、基里巴斯内政部部长和执政党主席等多个太平洋岛国高访团。

 

Since its establishment, the China-Pacific Island Countries Climate Action Cooperation Center has held six high-level academic conferences, including the China-Pacific Island Countries High Level Dialogue on Climate Action, the 5th High Level Forum on Pacific Island Countries studies, the 4th High Level Forum on Oceania Research, the 2nd High-level Forum on Sustainable Development of Small Island States, 2023 China-Pacific Island Countries Dialogue on Climate Action, and Academic Seminar on Sustainable Development of Small Island Countries and Response on Climate Change. Four training courses on climate change for officials in charge of climate, technical staff and scholars from Pacific Island Countries were organized in June and November 2022, November and December 2023, respectively. More than 130 trainees participated in the training courses. China-Pacific Island Countries Climate Action Cooperation Center has Published over 20 international current events and articles in the field of climate change, including Outlook, World Knowledge, China Daily, Global Times, China Social Science Journal, and Social Science Journal. It has Received high-level delegations from multiple Pacific Island countries, including the Speaker of the Parliament of Vanuatu, Minister of the Interior and Chairman of the ruling party of Kiribati.

 

 

 

中心将按照上级部署,完成新的任务和使命,深化已有研究,拓展研究领域,坚持中国视角、岛国情怀、平等心态、协同创新的研究旨趣,努力践行习近平总书记构建“人类命运共同体”理念,在对太平洋岛国开展全方位综合研究的基础上,重点研究其历史文化、政治外交、经贸旅游和气候变化,积极推进“一带一路”倡议和“人类气候命运共同体”理念与太平洋岛国经济社会发展的对接,将基础研究、应用研究和对策研究结合起来,着力创建富有中国特色的“太平洋岛国学”,把聊城大学太平洋岛国研究中心建设成为国内最完善的太平洋岛国研究机构和人才培养基地、增进中国人民与太平洋岛国人民友谊的民间桥梁、向国家有关部门以及社会各界提供信息咨询的国家级高端智库。

 

In the future, RCPIC will complete new tasks and missions, deepen research, and expand research fields according to the deployment of the superior. We remain committed to the research purport of China’s perspective, PICs feeling, equality mentality, and collaborative innovation, and strive to implement the concept of the General Secretary Xi Jinping to build a "community with a shared future for mankind". Based on comprehensive research on PICs, we will focus on their history and culture, political diplomacy, trade and tourism, and climate change. We will Actively promote the docking of the "the Belt and Road" initiative and the concept of “a community with a shared future in human climate” with the economic and social development of Pacific Island Countries. Through combining basic research, applied research and countermeasure research, we will strive to create a "PICs Studies" with Chinese characteristics. RCPIC will be built into one of the most successful Pacific Island research institution and talent training base in China, a non-governmental bond to enhance the friendship between the Chinese people and the people of Pacific Island countries, and a national high-end think tank that provides information and consultation to relevant national departments and all sectors of society.

 

在上级领导和各界朋友的指导、支持下,中国-太平洋岛国应对气候变化合作中心必将成为中国与太平洋岛国合作的平台、交流的纽带、互助的桥梁,进一步推动中国与太平洋岛国在应对气候变化领域的交流合作,继续在南南合作框架下提升太平洋岛国应对气候变化能力,为建立公平合理、合作共赢的全球气候治理体系作出贡献。

 

With the guidance and support of superiors and friends from all walks of life, China-Pacific Island Countries Climate Action Cooperation Center will become a platform for cooperation, a link for communication, and a bridge for mutual assistance between China and Pacific Island Countries. It will further promote exchanges and cooperation between China and Pacific Island Countries in addressing climate change. Under the framework of South-South cooperation, the Center will continue to enhance capacity building of Pacific Island Countries to tackle climate change and make its contribution to the establishment of a fair and equitable global mechanism on climate governance.
